VIENNA — Dooly County Commissioners met on Thursday to discuss business for the county.

Beth Ragin, CEO of Middle Flint Behavioral Healthcare addressed commissioner regarding a placement on the board for that group. Ragin said there is normally one appointment from each of the eight counties serviced by the group. She informed commissioners the Dooly seat had been vacant for some time. She asked commissioners to give some consideration as to who they would like to appoint to serve on the board. Ragin said it would be preferred if the person was an elected official such as the sheriff. Board Chairman Terrell Hudson advised Ragin the board would do their best to have someone appoint someone to that position.

Linda Lloyd approached the board to request funding for the annual Summer Enrichment Program. In the past the commissioners have distributed drug funds to various organizations that provide drug education programs. Hudson advised Lloyd that they do not have funding at the same level and they could not fund the complete program because it is not 100% drug education.

Stephanie Chapman came before the commission to request that a fine of $120, issued to her by the public works department, be dismissed. Chapman owns Chapman Farms in Byromville. There was some issues with garbage pickup. When she felt she was not getting an adequate response from Public Works she had the dumpster moved to the front lawn of the department and trash was strewn on the grounds.

Chris Flynn, Dooly County Solid Waste Manager informed the board that he took pictures as soon as the incident took place and that Hudson and Public Works Director Rodney Hair were both present at the time the incident occurred. City Attorney Bert Gregory informed Chapman that she could have been fined for illegal dumping and/or littering which carried steeper fines.

Chapman said she was not informed that she could request larger dumpsters and Flynn said that the scheduling did not allow pick up for a single person more than once a week. Commissioners agreed the fine was reasonable and would not dismiss the fine.

Also on the agenda;

•County Administrator Steve Sanders informed the board that Zoning Administrator Gary Houston issued a Notice of Violation to Camper’s Haven Restaurant for violation of the county’s zoning ordinance. Lane Stuckey is the operator of the restaurant and has requested a hearing to address commissioners and appeal the notice. The hearing is scheduled for Thursday, July 7 at 9:30 a.m. during the county commission’s regular meeting.

• Sanders also informed commissioners that the Georgia Department of Transportation announced that Dooly County is eligible for $575,177.46 of funding from the FY2017 LMIG Program. This is an increase of 27% over the FY2016 LMIG. Sanders said the GDOT will be accepting applications for the program beginning July 1 through December 31.
